In 2009, Ohio voters passed a casino initiative to amend the state constitution and permit a single casino in the cities of Toledo, Cleveland, Columbus, and Cincinnati. This ended a two-decade effort to bring legalized gambling to the state. The 2009 initiative was sponsored and promoted by a partnership between Dan Gilbert (the owner of the Cleveland Cavaliers) and Penn National Gaming.
Hollywood Casino Toledo was one of the first Ohio casinos to debut. Construction began in August 2010, and the casino officially opened its doors on May 29, 2012.
